You can directly export journal articles from Index to Legal Periodicals Full Text into your Zotero library by using the Zotero Connector (address bar icon). The Zotero Connector turns into a document when it detects a journal article. When you click the document icon, Zotero will grab the citation information from the ILP record, as shown below:
