To manually create a new record for a statute citation in your Zotero library, click the Add Item icon 
and select 'Statute' from the drop-down menu.
The Zotero statute template is well-suited for American statute citations, but it lacks the required fields for Canadian statute citations (e.g. statute volume, jurisdiction, chapter, etc.).
Recommendation: Put the abbreviation for the federal or provincial statute volume in the 'Code' field, and put the chapter number in the 'Section' field (see image below). This will produce a properly formatted statute citation for most Canadian statutes.
